I can't tell whether the website you mention said that 95% reliability refers to the DNA test alone, the antibody test alone, or to the combination. The first two are probably about right. The last is not; at one month or more after the last possible exposure to HIV, the combination of negative antibody test plus viral DNA test is 100% proof you were not infected.

the subsequent test in Hong Kong prove you do not have HIV. In other words, your HK doctor is exactly right. You do not need any further HIV tests. Please don't have another one unless and until you have other exposures that put you at risk (which certainly will not include any oral sex events).
