If there is any delay in nail growth then it can be due to protein or vitamin deficiency.Take a healthy nutritious diet containing more proteins and also take some multivitamin supplements for some days.
If the patches are red or itchy, a mild topical steroid cream can be applied for a few days while a moisturizing cream may improve the dry appearance. Then apply a good hypoallergenic moisturizer over the area and see if this improves. If the symptoms still persist then you can apply mild steroid like dermacort.

What I have found works well is extra strength vagisil cream the Up and Up brand from Target. It has a bunch of vitamins and emollients and works great for me.If not I probably would have scratched them off by now. Maybe try that if you want.

Cocoa butter also helps but don't use a thick moisturizing cream use a thin one so it can actually get into your skin instead of sitting on top
I am a believer of both but I am leaning more towards the moisturizing two-three times a day with coco butter with vitamin E. Also I exfoliate my stomach and back when I am showering with a loofa sponge to get all the dead skin cells off. Good luck!
