Doesn't this have to do with the wave of mortgages that were done before the fall of the housing market--- all those high risk loans that people took that started with a low interest rate and then they rose. Some times you can get a loan with some collateral. I went through Citi Financial and took out a loan for home improvements a few years ago. If you have a institute like I would try them and the payments aren't that bad. It is very expensive to do IVF. I would even consider looking to other nearby states and see what there prices were.
