I take Spiriva Respimat (tiotropium bromide) 2.5 mcg/actuation, and Wixela (fluticasone propionate salmeterol inhalation powder) for my COPD. Is there a sequence I should be taking these meds in? Is there a time frame I should use between the two meds?

I would just focus on catching my breath and within about 10 minutes I would be fine. I went running the day after the initial inhalation and noticed that my airways were extremely restricted but not enough to stop me. After I was done my workout I was very hoarse and had more trouble than normal in regaining my breath.
So I rested for about 4 or 5 days and was breathing normally and fine. I decided to go running again last night (about a week after initial inhalation.

Spiriva contains tiotropium bromide which is an anticholinergic bronchodilator. So, yes, both have action against acetylcholine recptors and both are efefctive bronchodilators. You can take any one of them.
Indacaterol is an ultra-long-acting beta-adrenoceptor agonist. So, it gives bronchodialation for a much longer time. It is a more recent drug so long term efficacy data are not available. However, available data does show a marked benefit in individuals with COPD.
Probably, a viral infection has caused the same. I do not feel you need to do much except take some steam inhalation. The dizziness that you felt is likely due to the blockage of the tube that connects the oral cavity to the ear. I am sure steam inhalation will help you. If you also get fever, I’ll suggest to consult a physician and maybe you’ll need a course of antibiotics.

I was a bit drunk at a party and went to light a cigarette, but it was windy and I accidentally inhaled some of the fumes when the flame went out due to inattention. Should I be concerned? I've felt a tad out of it, but I don't know if that's from worrying about this or from the inhalation. I just don't know how toxic a gasp of butane is, and the internet is mostly filled with horror stories about huffing.
Try steam inhalation, saline nasal drops, breathing exercises, and oral antihistamine medications and see if they help.

You are correct in wanting to wait until you have achieved optimum benefit from the Advair® HFA (fluticasone propionate and salmeterol) Inhalation Aerosol, before any consideration of oxygen use. The Advair® HFA (fluticasone propionate and salmeterol) Inhalation Aerosol may raise your saturation, to a degree that will make oxygen use unnecessary.
During inhalation your glottis should remain partially closed. Glottis is the opening between the vocal chords.While inhaling, produce a sound as if you are sobbing, by partially closing the glottis.(This is reverse of clearing your throat, where your are exhaling).
The face muscles should not be contracted during inhalation. Abdominal muscles should be well controlled. Inhale smoothly and uniformly.
After deep inhalation, retain your breath as long as possible.
t get in to see a pulmonologist until may 29 and now I am getting discomfort upon inhalation. I used to smoke for 22 years and just quit 8 months ago. Should I be concerned? The only images they have of my lungs are the lower lungs due to an abdominal ct. There are no images of my thoracic region. Any help would be great.
You should try steam inhalation, saline nasal drops and oral antihistamine medications like cetrizine, loratadine for your complaints and see if it helps with your symptoms.
You should still see your doctor and get a clinical examination for a diagnosis and to evaluate if any investigations are required including blood tests, chest xray and CT scan of the sinuses.

You should talk to your doctor about steroid nasal drops and take steam inhalation and warm saline gargles till you get an appointment.
You would also need to take antihistamine medications for a few weeks with a course of antibiotics.

While it is known that high doses, much higher than Advair™ Diskus® (fluticasone propionate and salmeterol) Inhalation Powder 500/50, of long-acting bronchodilator medicines, such as the Serevent® (salmeterol) in Advair™ Diskus® (fluticasone propionate and salmeterol) Inhalation Powder, can cause abnormal heart rhythms, this is rare.
