Was it a new kind of condom? Maybe you're allergic to it, or to its lube.

It is unlikely that having sex had anything to do with your breaking out in hives, including the unlikelihood of an allergy to semen. What you describe may or may not be hives; it might be a contact dermatitis in response to something else coming in contact with your legs.
If these lesions have not yet resolved you would be well advised to have them examined by a medical professional.

In March around 3rd week I guess, I had unprotected anal sex with a guy inside a movie house. I immediately cut it out when I felt it hurt. He didn't *** though. Then I knew of the hiv risk having exposure. I was so scared then have myself tested around 2 - 3 weeks after it happened. I was negative. But they told me to get another test in 3 months to make sure. I'm scheduled for the second test by second week of July.
have you ever been tested for herpes before to know your own status?
typically if you contract hsv1 genitally from receiving oral sex, you present with very obvious and painful symptoms. you've had none so really no reason to be concerned about having contracted herpes from the encounter in question.
