I have experienced a mild form of eczema on my lips for some time now. I was treating it with Protopic
ointment. It seemed to work for a while, as long as I was using it every day. However my question involves the inner part of my bottom and upper lip. It forms a rough whitish skin that compels me to bite at it or pick at it. Is this rough white skin (that appears to be dead skin by the way) part of the eczema that is affecting the part of my lips on the inside of my mouth?
Cheilitis(Inflammation of the skin on and around the lips)is often seen in atopic dermatitis. Treatment is by topical steroids or oral therapy of corticosteroids in severe cases. Topical creams like tacrolimus ointment (Protopic) and pimecrolimus cream (Elidel) are also useful.
If still the symptoms do not improve then please get a clinical examination done by a dermatologist.

This could be an eczema of the lips.The form of eczema that affects the lips is known as cheilitis. This causes roughness to the lips and can make them very sensitive, causing them to itch.
This eczema starts off with just a few rough patches on both of their lips, sometimes they are difficult to see, however they are painful to the touch.
These rough patches are not normally located inside the mouth, normally they are located where the lip joins onto the normal skin of the face.
Secondly, it can be due to atopic dermatitis or eczema. Cheilitis(Inflammation of the skin on and around the lips)is often seen in atopic dermatitis. Diagnosed by blood test like RAST. What do doctors suggest the patient use when the lips become red and irritated due to chronic eczema that is more than dry and chapped lips? What do I use when there is red, irritation and inflammation from the eczema on the lips themselves and just moisturizing with non-irritating lip balm is not enough?
I always have chapped and craking lips. I have always used vaseline for this problem. However, recently I noticed that the upper corner of my lips (one side only) has became rough and scaling. It felt like thick dead skins and felt itchy occasionally. Putting on vaseline does not resolve this. Is it skin infection? What can I do as the problem only occur in one side only.
Sounds like a type of eczema. Sometimes eczema is exasperated by one's diet, because eczema is affected by food sensitivities. Cold sore medications are ineffective if this is eczema. Eczema is also known as the itch that rashes, which is why the little bumps get worse if you pick at them. The usual consensus for foods to avoid when you have eczema are gluten and dairy. There are others, but these are the big ones. They definitely affect my eczema.
it starts of with one side of the lips they dry out and finally turn into regular skin. Then the lips look uneven so then the other side starts .... I have no top lip at all it disappeared ... I used all kinds of moisturizers but nothing work.... And when i go to doctors they luff at me .. And they never told me what is going on with them ...I still have some of my bottom lip but the same thing is happening...
I suggest you to get the diagnosis confirmed from a dermatologist after examination. Steroids is one of the best treatment for eczema but it should be used only under medical supervision as it can cause skin thinning and atrophy. For the itching you can take antihistaminics like Benadryl or levocetrizine.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
The area around my lips get red and my lips feel very raw. There were times where it would get infected and there pus coming out, scaled over, etc. according to the doctor. But these past few times it's just a rash around my lips and it just feels very raw. It doesn't occur anywhere else on my body. The edges do have little tiny red bumps that's not noticeable unless you're close up.

This could be a part of Cheilitis, which is a medical condition involving inflammation of the lip. Or a bad case of Chapped lips , a condition whereby the lips become dry and possibly cracked. It may be caused by the evaporation of moisture.
Lip balm can often provide temporary relief, though it should not be used extensively. One should avoid licking their lips as saliva contains the enzyme amylase, which can damage the already compromised lip tissue.
I have had an Eczema flare up on my right forearm last night and I liberally applied hydro cortisone cream on it and left it on for about 3 hours. I noticed afterwards that the surrounding skin of the Eczema flare up turned white. Now I have this pretty big white border around the flare up. Is this temporary? I am really worried. Thanks.
