I was working as sales officer here , our business are supplying manpower in different kind of companies, i am suffering from eczema in my hands because once i eat a fish my eczema will be active , most of the time i shake hands with my client with eczema. Borrow things from my friends, with cuts or small wounds if eczema but not actively bleeding. My question this a possible route of transmission of hepatitis virus?

First of all was the diagnosis of eczema confirmed for these dry red patches on the nose? This is because eczema often presents with itchy, red, dry and flaky skin. If the rash is non itchy then dry skin or seborrheic dermatitis of the face are important differentials to be ruled out.
Seborrheic dermatitis is a common skin condition that causes flaky, dry, white to yellowish scales to form on oily areas esp under the nose or anywhere on face.
This may be a case of xerotic eczema or dishydrotic eczema. Dishydrotic eczema usually starts as small vesicles which contain fluid .These vesicles are covered by a tough membrane. This may be itchy. The itchiness may initiate an itch scratch cycle which may lead to excoriations and involve even normal skin.
Eczema is a chronic and inflammatory process. It appears to involve the autoimmune system .Other causes may be environment and stress.

The two most common causes of that type of symptom would be athletes foot or an eczema (dermatitis), an irritation to the skin from some kind of external factor.
If it were a reaction to an external factor I suspect it would be occurring on both feet. So without actually examining you I will lean towards athletes foot.

Weeks ago and probably about 2weeks straight, i had an issue with my sack being extremely moist and sweaty like. I wasn't in a hot environment or sweating anywhere else but my sack. For the last few days my sack has been very very dry and as i look at them before i enter into the shower this morning. I notice that they had scales on peely dark scales on them. Is there is solution or does anyone know the cause of that. I have been using the same soap, so i'm not sure what it may be.

From the symptoms and treatment that you have described, it looks like eczema or dermatitis skin because steroids and emollients are very helpful in both of them. Allergic reaction is one of the important causes of eczema. Allergic reaction can occur to strong soaps, Solvents, chemicals, certain foods, food additives, plants, metals, cosmetics, even urine and faeces of some animals (dust mites).
Wash the areas several times with fresh water. Do not use any cosmetic products at the sites.

It can be really embarrassing when people ask what's wrong with your face and I have to respond with I must have touched it. My skin never used to be like this, it started in the Navy. I have some guesses as to what may have caused it but would love if anyone can find a connection. So things that may have caused it: Getting hydraulic fluid on my skin easily on over 200 occasions ( they didn't provide protective equipment for small sizes even though I complained multiple times).
The best results I have had so far is from the allergy specialist who said it was like eczema on my eyes but this only happens if I rub them then the eczema comes. I have been on every antihistamine tables, 4 different eye drops even eye drops to keep them moisture as I was told I had dry eyes two years ago but the last eye specialist did a test with paper and told me I did not have dry eyes.

Well they don't itch or cause any pain. They're just dry and flaky. Lotion causes them to sting; that's the only pain I experience.
I would think sports if anything would help keep your body healthier. I also think playing sports delayed mine and my other "sports playing friends" periods. I didn't get it until almost 16 yrs old. But it has always been long and heavy. I think ther are may reasons it happens as well. Possibly the estrogens in the environment as well, or the backing up of blood.
