For the past few years I have aquired small red dots on my neck and chest. They are not a rash- they do not itch or hurt. They are not pimples or skin tags- they have no texture or outward appearence. They are located underneath the skin. It almost looks like broken capaliares scattered across my neck/chest. I am very fair complected. What is the cause of this? Is there a cure to make these things disappear or to prevent these? Should I see a demeratologist?
