From the symptoms and pictures it looks like perioral dermatitis and seborrheic dermatitis on the forehead. Seborrheic dermatitis is a common skin condition that causes flaky,dry, white to yellowish scales to form on oily areas esp. under the nose or anywhere on face.
My sincere advice is to consult a dermatologist and get it evaluated. Diagnosis has to be confirmed first.

The child may be having psoriasis as the lesions for psoriasis may sometimes involve the eyes and ears and they may appear to be flaking and bleeding. Other differentials like eczematous diseases , seborrheic dermatitis, atopic dermatitis may also need to be ruled out. Your daughter may bring this to the attention of the teacher or counsellor. Their classmate may need to be assessed by a physician if this hasn't been done yet for a definite diagnosis.

Protar k is specifically used for dandruff and seborrheic dermatitis of the scalp. Salibet contains a steroid and can be used in seborrheic dermatitis. you should continue the same treatment. Oral antifungal drugs and immunomodulators such as tacrolimus and pimecrolimus are used in very severe cases.
Topical antifungals and mild steroids are the usual treatment and combination of the two can be used to treat stubborn patches. I cannot confirm anything without examination but one possibility is of seborrheic dermatitis. Seborrheic dermatitis is a common skin condition that causes flaky,dry, white to yellowish scales to form on oily areas esp under the nose or anywhere on face.
The other possibility is of alopecia totalis, ( in this there is hairfall of scalp as well as eyebrow and eyelashes), blepharitis especially seborrhiec blepharitis, icthyosis or leprosy.

There are no other symptoms, just flaky skin in the sides of my nose, and only the sides. it happens once a year, and started about a year ago (so i think it has to do with make up) it will probably disappear once more this spring, and come back next November. i will definitely look into Seborrheic dermatitis.
I put moisture cream o it and it doesnt really help. Is this still donsidered Seborrheic dermatitis? And would the desonate gel still be the right rx to use?
Thanks for the reply im booked in again but it months away my backs a bit of a mess at the moment i do want to get these checked out my arms stop shaking but the white marks keep coming and going they stay in the same area and attend to be more in the mourning i get them on my knuckles as well they tend to appear when im outside but my best option is just to get them checked out
which definitely improved the condition of my skin and doesnt contain any of the harsh ingredients that traditional make up does. Try and avoid getting water on the skin under the eyes (difficult i know, esp when in the shower)

I appreciate your response to my question. I've been to the Doctor's office already and the Dr. diagnosed this as an allergy.
To elaborate on the description of the rash, the bottom of my ear on both sides are very dark in color and very scaley. My Forehead has that same dark look going across the top.Both sides of my face have a round rash that appears to me to be about 4 inches in diameter. And my neck has that same dark color as my ear and forehead.
It is now several years later and SD is still with me off and on and I never had it before the encounter and I am experiencing no other symptoms. I have also had anxiety ever since the encounter and have gained 20lbs.
When during the course of HIV infection when does SD usually occur? My dermatologist says my SD is very mild and that it does not seem worriesome but is really starting to stress me out because I never had it before.
