Do you use lip balm? I've seen online alot of people complaining of little bumps containing fluid after they use lip balm. Alot of the lip balm's were very common, Burt's Bee's being one of them.

It was also a cold night so my lips are a bit dry at the moment, although I do notice some redness on my lower lip almost in the shape of a pimple but just red. It doesn't itch or anything, so not sure if I'm just panicking for no reason.
