Your estrogen does continue to increase during the first part of your cycle and hits a peak right before ovulation. The estrogen is needed to help build the lining and it also helps improve the cervical mucus. I'm not sure how much of an impact a low level has on day 3, as the levels are generally much lower then anyway. I guess it all depends on how much it increases as you get closer to ovulation. In our fertility center we currently use an assay made by DPC that is run on an Immulite machine. We consider normal FSH level to be anything less than 9. As levels go above 9 we often see a reduction in response to ovarian stimulating drugs - as described in the table below.
If your FSH levels were run using a different assay, you can not compare your results to those shown below with confidence.

If you are on any hormones those can skew the tests but I would think they'd show a lower FSH than without hormones.
